Handle CTRL constants independently from WinCC OA version and Operating System

The file /DevTools/Base/ctrl.xml under WinCC OA installation contains the language definition of the CONTROL scripting language. It also consists of some constants like installation paths of the product that are dependent on the operating system and also contain the major version code, e.g. C:\Siemens\Automation\WinCC_OA\3.19\bin.

The CtrlppCheck tool shall interpret such constants irrespective of the OS and major version of WinCC OA.

@dhoegerlETM Ok, I see, this might be little bit tricky, because ctrlppcheck tool provide a option like -platform to check also linux platforms portability on windows nodes. There are many constants, which shall be "replaced" somehow !?!
Let me think about that, how we can proceed it.
