Remember to unset `ACTIONS_STEP_DEBUG`

As of 2026-05-28, I have set ACTIONS_STEP_DEBUG to true to try and get more info to troubleshoot #2535, per request in #2536 (comment) by @emilyalbini.

We should someday unset that, as it will make our logs more verbose. This issue is our reminder to eventually unset that, either when we find a root cause for #2535, or if we give up and merge #2536.

As of 2026-06-01 I've deleted this to see if it was the cause of our increased cache sizes and ephemeral CI failures recently.
