Hide Individual Learner Dashboard from Instructor Dashboard

As an administrator or course team member on an instance that uses aspects and has PII display OFF, I don't want to see an individual learner dashboard tab on my instructor dashboard reports tab, so I'm not confused when I try to use it and I'm unable to.

Acceptance Criteria

Given I am a user that has access to a course's instructor dashboard on an instance that uses aspects and has PII display OFF
When I navigate to the reports tab
Then I see a course dashboard and an at-risk learners dashboard (no Individual Learner Dashboard)

Given I am a user that has access to a course's instructor dashboard on an instance that uses aspects and has PII display ON
When I navigate to the reports tab
Then I see a course dashboard, an at-risk learners dashboard, and an individual learner dashboard
