[Frontend] Moment timezone has no data for undefined

On first login there is a possibility to have this issue. For instance, @kittinan found this on his Ubuntu machine. Here is what I suspect:

• Moment time zone cannot guess properly
• useTimezone hook set default timezone incorrectly

Will need to investigate more.
