Issue with pip command while installing

When I run : pip install Intellect

How Can I overcome this?
I've also tried several other methods of installation but they don't seem to work.

That error isn't you doing something wrong, it's a Python 2 era build. The setup.py predates PEP 517, so modern pip bails out on metadata before it even compiles, and the repo hasn't been touched since 2017 so no fix is coming.

If you still need a rules engine, I hit this same wall and switched to one I maintain now, Rulesmith. It's a normal pip install rulesmith, rules live in YAML or Excel, runs on Python 3.12. Got my project unblocked in an afternoon.
