Hi, I am trying to use HTTPS with mcr.microsoft.com/dotnet/framework/wcf:4.8.1 image, is that possible?

Yes, it should be possible. You'll want to roughly do the following:

Read the WCF Documentation on Transport Security. Set up your binding accordingly.
Get your cert into your Docker build environment, either by COPYing it in and adding it to the certificate store, or by using IIS's Centralized SSL Cert support.
Use PowerShell to enable SSL with IIS using your cert: https://learn.microsoft.com/en-us/iis/manage/powershell/powershell-snap-in-configuring-ssl-with-the-iis-powershell-snap-in
