Add command description to cargo --list

When running cargo --list the cargo upgrade and cargo set-version commands do not have any description.

I suggest adding a description.

This is unsupported in cargo, see rust-lang/cargo#10662

It seems this issue is blocked by the issue you mention but it looks like they're working on it.
I suggest we keep this issue open (we can label it blocked) until the issue you mentioned is closed.
How does that sound?

That isn't being worked out too actively and without major new parts to the design, will be suboptimal for cargo-edit because we have multiple, different binaries per package.description
