[Medium] Dynamic announcements with JavaScript

Implement JavaScript to fetch and display announcements dynamically from a JSON file.

Steps:

• Create a data/announcements.json file with dummy announcement data.
• Add a script to index.html to fetch and display announcements from the JSON file.
• Style the dynamically loaded announcements in css/signup.css.
