Missing asserts in CChainState::ConnectBlock

Have noticed that, even cs_lock is in place (in ConnectBlock), there are another two separate asserts that haven't been ported across to ConnectBlock. Given the 'Dummy' tests present in TestBlockValidity, was just wondering if there was a specific reason for this or a workaround of sorts?

@barrystyle Can you be more specific in line numbers, it could be that you have found a bug and then some BLK bounty ;)
