Bug: User cannot delete their message in chat

Summary

When a user sends a message in the public or private chat during a match, there is no option to delete it. This may lead to confusion or inability to correct mistakes.

Reproduction steps

1. Go to https://codebattle.hexlet.io/
2. User registered and authorised
3. On the home page, scroll down to chat
4. Send a message to chat
5. Try to delete your message - note that there is no delete option.

Expected result

User should be able to delete their own message from chat via a visible delete icon or a context menu.

Actual result

There is no visible option to delete a message. The message stays in the chat and cannot be removed by the user.

Relabeling as enhancement-proposal: per-message deletion never existed — the chat channel only supports add + admin ban/clean (apps/codebattle/lib/codebattle_web/channels/chat_channel.ex), and ban removes all of a user's messages, not one. Messages carry an :id so self-delete is implementable (new backend handler authorizing message.user_id == current_user.id + a UI affordance + a 'chat:message_deleted' broadcast), but it's net-new feature work.
