Apply multiple labels based on keywords

Not sure if this is an issue, but based on my labeler.yml config file the workflow only add one of the matching labels. Normally the latest in the file. Could the workflow add multiple labels instead?

Is this really an issue? I had a look at your issues & action runs and would guess the problem you originally ran into is one of letter case. See also #95.
