Host Power off action is failing with latest MPS v 2.20.2(MPS reverted to 2.14.2-last stable version tested with EMF)

Copying the description from internal defect submitted:

ITEP-81722
vPro had been provisioned w/ EMT non-rt OS
-Activate vPro
-Power Off the device by clicking "Stop" in UI
-Host status change to "No Connection"
-Attempt Power On the device by clicking "Start" => Device stuck in errored state: Device not found
No means to bring up the powered off host remotely.

@graikhel-intel reports this has been fixed. Moving to MPS repo as this is not related to mps-router.

@ANUSHABHASKAR This was fixed in v2.25.3, do you want to try using the latest MPS and let us know if you can still reproduce this?
