Update CodeQL workflows to use github-security-report-action v4

rsdmike/github-security-report-action has released v4 with Node 20+ support and updated dependencies. Our repos are still on v3.0.4 which uses node16 and needs to be updated.

Repos to update

• wsman-messages
• ui-toolkit
• ui-toolkit-react
• ui-toolkit-angular

Acceptance Criteria

• Update all repos to use rsdmike/github-security-report-action v4
• CodeQL workflow runs successfully and uploads the security report PDF as an artifact
