"version: DEVELOPMENT" in config file doesn't seem to do anything

Describe the bug

version: DEVELPOMENT in config.yml file does not map to an actual value. Nor does the suggested opposite "PRODUCTION" value.

Determine what this value is for and either implement a feature or remove it.

To Reproduce
Steps to reproduce the behavior:

1. Go to config file in console\config\config.yml
2. In the app section there is a version: tag that says DEVELOPMENT. That value does not appear to be used anywhere.
