Add shutdownTimer to standard http4s ember parameters

Have a reasonable default here and add it to the ember server. Allow the user to overwrite, if necessary.

That is literally the full change. Two things:

Add shutdownTimeout: FiniteDuration = 30.seconds as a parameter
Add .withShutdownTimeout(shutdownTimeout) to the builder chain
