st2 validate on the live dev3 catalog reports 18 delivery-readiness-missing errors, all pre-existing on main (introduced by #399's delivery gates, unrelated to #402/#405):

cos, observability-janitor, ptg-lead, misc-orchestrator, misc-lead, livestore-orchestrator, livestore-lead, janitor, info-diet-generalist, eggisried-orchestrator, eggisried-janitor, dotfiles-orchestrator, dotfiles-lead, dev3-janitor, compoundingtech-orchestrator, compoundingtech-lead, berlin-janitor, ai-spend-janitor

Each declares a native session driver (claude/codex) without an explicit delivery-readiness. Open question: are these declarations genuinely missing the field (catalog should be updated) or is the gate too strict for this agent class? Needs a decision before the declarations or the gate change.
