Problem
Retirement marks a seat's desired state, but nothing ever reclaims or hides the retired seat's folder. In a long-lived catalog, retired seats accumulate into the hundreds, and every roster listing and whole-catalog check iterates over all of them.
Proposal: st2 catalog archive
An explicit, reversible verb:
- Moves a retired seat's folder into a catalog-adjacent archive store.
- The roster stops enumerating archived seats by default; a flag includes them.
- Archive is a move, never a delete, so provenance and decision history stay recoverable.
