st2 catalog archive: retirement marks desired state but retired seats stay in the enumerated catalog forever #343

Problem

Retirement marks a seat's desired state, but nothing ever reclaims or hides the retired seat's folder. In a long-lived catalog, retired seats accumulate into the hundreds, and every roster listing and whole-catalog check iterates over all of them.

Proposal: st2 catalog archive

An explicit, reversible verb:

  • Moves a retired seat's folder into a catalog-adjacent archive store.
  • The roster stops enumerating archived seats by default; a flag includes them.
  • Archive is a move, never a delete, so provenance and decision history stay recoverable.

#281 covers reclaiming a retired seat's resources directory. This issue is about removing the seat from the enumerated catalog surface entirely — it composes with resource reclamation but does not require it.
