Update `io_uring/mod.rs` to Linux 6.17

Hi,

src/io_uring/mod.rs is currently based on the Linux 6.13 io_uring API,
while linux-raw-sys crate already supports up to Linux 6.17.

Can I update src/io_uring/mod.rs to add the new opcodes, flags, and related structs/constants?
