[P3] Audit: Scalable reference page templates need quality rules

Problem: future reference pages for status codes, cron examples, color formats, encoding examples, robots rules, and schema examples need a clear quality bar before they are added at scale.

Reproduction steps:

1. Review existing guide and reference pages.
2. Identify pages that could be generated from structured data.
3. Check whether a documented content quality checklist exists.

Expected behavior: every generated reference page should provide real user value through examples, explanation, related tools, and maintenance ownership.

Actual behavior: the quality gate for scalable reference pages is not documented.

Impact: without rules, future reference pages could become hard to maintain and less useful.

Proposed fix:

• Define allowed reference page types.
• Require useful examples and related tool links.
• Assign ownership for updates.
• Add review checks before publishing new generated page sets.

Acceptance criteria:

• A quality checklist exists.
• New reference page sets have examples and related tool links.
• Ownership and update rules are documented.

Closed as completed by the canonical BF audit backlog work. This older non-BF audit issue duplicates work now merged through PRs #209-#219, with the BF issues closed and guard/test coverage in place. The remaining non-duplicate follow-up is #7, which stays open because the upstream Next/PostCSS advisory is not fixed yet.
