GHA to create "document as new user" issues

Whenever a new md (in man) is added in a PR, create an issue to edit those docs as a new user, tagged with "good first issue." I'm logging this here but, if it works, I should add it to all my repos.

• Create this type of issue by hand to sort out the format.
• Add a template.
• Add GHA to do it automatically.
