UX: Refine Build CLI / Launch & CLI information layout

Problem

After #89, Projects Settings peer alignment and capability-aware controls are accepted. The Build CLI column still has imperfect visual balance: Project has more real content (Azure, Cursor agent), so the right column relies on muted contextual help that is useful but not fully polished.

Goals (presentation only)

• Improve balance / use of space in the Build CLI (or renamed) column
• Consider renaming Build CLI → Launch & CLI
• Keep peer field anchors and capability semantics unchanged

Out of scope

• Capability detection changes
• Persisted settings / runtime behaviour
• Bug: presentation-only Settings changes trigger local rebuilds #87 apply-impact semantics
• Middle/bottom peer layout rework unless required for polish

Acceptance

• Visual balance improved without fake spacers or invented controls
• Heading rename decided and applied if still preferred
• No behaviour regressions vs UX: Make project Settings compact and capability-aware #89
