The review lane is idle until the existing Agent operations session exists.
until … exists and existing session cannot both be true. The only link is Agent operations (reviewQueueNeedsKeyPath → ?view=agents). No key form, no other path.
This is the copy, not #10 (NEEDS KEY was a dead end) and not a request to invent OAuth.
Why it matters
An operator cannot tell whether a session is already there and idle, or missing and must be created. The only next click does not resolve the sentence.
Proposed direction (not a spec)
Say one thing: either the session is missing (go create/check it at Agent operations) or it exists and review is waiting on something else. Keep the single link. Do not add a key wizard or a spend path.
