Claim the namespaces and get the skeleton green before any feature work.

• GitHub repo Tippel-AI/markproof created, scaffold pushed, made public
• Licensing in place: Apache-2.0 (code), CC-BY-4.0 (rulepacks/docs), NOTICE with attributions
• CI green: ruff, mypy, pytest on 3.11–3.13, determinism job
• Discovery topics set

Remaining

• Publish the PyPI placeholder markproof 0.0.1 — PyPI has no reservation without a release
• Dry run on TestPyPI first
• Switch to Trusted Publishing (OIDC) once the project exists, then delete the account-scoped token

Definition of done: uvx markproof --version runs from a TestPyPI install and resolves as markproof on PATH; CI green on the empty package; all licence artefacts present.

Effort: 2 days.
