Portable version saves files outside of folder

I downloaded the portable version hoping I could have all the associated files within the folder on an external drive, but there isn't a way since the config file is locked to the roaming folder and I couldn't make the folders use a relative path to keep the files contained within the base folder. Being able to keep it contained within a folder similar to PCSX2 or Dolphin would be extremely useful for my use case.

that is a single common location used and shared by several applications across the ecosystem which share access to common files in that space. This is not for the games themselves, it is for dependencies like the toolchain for building & compiling, and etc, and every app we make is sharing tools from that space. I don't know if I would want to change that.

If you want to install apps themselves to different locations use Menu > Library settings - here you can add extra folder paths to install apps to and it prompts you at installation time which to use, and you can set your default preferred install location. This will keep the weight in the AppData folder light, and you can use an external drive for your games themselves.

The issue is, if I take my drive to a friend's house and plug it in to their computer I have to reconfigure the program and it will leave files on their computer afterwards, making it not truly portable. This is not the case for other portable apps I've used (like the aforementioned PCSX2 and Dolphin), where all files that they use are contained within the application's folder. Its less about keeping the files on my external and more about being able to plug-and-play at a friends house like I can with other portable apps.
