Unable to access theme studio

Is the new theme studio already in the mod? There doesn't seem to be a `/simplytooltips` command, and I'm not seeing any other way to bring it up. I'm on Fabric 1.20.1 (loader version 0.19.3), Simply Tooltips version 0.1.5.
