Add about page, more sign-in clarity, and consider labeling each page as "LITEFile"

I think that we need to clearly indicate that the app that people are logging into is LITeFile, unless we are the only e-filing portal approved for a given state (which I think we clearly won't be).

1. I think this important to identify who we are and why people should trust their data with us.
2. It might help people be able to get back to our site if they lose a link.

It might be worth using the name "LITEFile" in the header on every page, but at least we need an "About" page and probably information on the landing page that explains we are a nonprofit that is partnering with their court.

@samglover this might take discussion w/ our partner organizations about what kind of branding relationship they think makes sense. I am thinking only about being clear about what the site is with a non-generic name (could be whitelabeled per-state court, e.g., as long as its not too generic).
