Can't review or edit party type assignments

In general this needs some work:

1. In most cases, there can be more than 2 parties
2. In cases where there are only 2 parties allowed, we should be mirroring Plaintiff/Defendant
3. Errors about missing the matching party should come before leaving the parties page
