Allow changing jurisdiction (if incorrectly set, this is relevant beyond developer needs)

We can clear/reset all draft information in this context, and drafts are already stored per-jurisdiction in current PR #112

Not following what specifically you want from this issue, but I don't think it's necessary. User accounts are specifically tied to Tyler jurisdictions (it's just your Tyler account info stored on the Django db), so it doesn't make sens to allow a singe logged in user to change jurisdiction.

If you're just talking about an easy link between jurisdictions, I think that's more confusing to end users than helpful. The "choose your jurisdiction" page is just supposed to be a testing / worst case UX fallback.

Unless we end up one jurisdiction per server, I disagree that this is a "worst case fallback". People will bookmark or save just part of the website address sometimes (or Google and end up on the parent site--I do this all the time for Workday), and the root address has the jurisdiction picker already. I think it's easy right now for someone to click on a jurisdiction, but very hard to go back to fix that choice. There are no breadcrumbs and no way from the menu to navigate to fix a mistake.

People also sometimes just explore a website and it's not great to be at a dead end.

I don't think this has to be confusing. I'm not thinking a drop-down jurisdiction picker. It can be something like "File in a different state" that takes you to that opening dashboard, or similar, so the action is very clear.

The UX for different servers makes the most sense IMO, we just have it on a single server at the moment for tech reasons. Not sure if scaling wise we'd want different servers for different states anyway, I have no good ideas how much a server like this could scale / what sort of a traffic we can expect per state.
