In both Factorio 1.1 and 2.0 the mining depot and drone recipes are unlocked without performing any research.
In 1.1 the iron stick recipe is unlocked without performing an research, so the depot and drones are craftable before doing any research, as soon as you can smelt enough iron you have drones and depots.
in 2.0 the iron stick is locked behind any of Railway, Circuit network, Electric energy distribution 1 or Concrete, all logistic science research, delaying actual use until logistic science is running.
There's no mention of this in the changelog nor on the mod portal page so I suspect this is an oversight.
