[Omneity]Sign Requests

3 signs:

• Give - give the player a set of items
• Set spawn - set player's spawn point to current location
• Announce - announce sign spot with text (max once per player)
• TP with CI - clear inventory flag for teleport signs. (Useful for arenas?)
