Build multi-platform CI, prebuild packaging, provenance, and release automation #10

Description

@kylebernhardy

Outcome

Publish reproducible Node native packages using HarperFast hnsw and Symphony conventions where applicable.

Acceptance criteria

  • CI covers supported Node versions and Linux glibc/musl x64/arm64, macOS x64/arm64, and Windows x64 targets.
  • Rust tests, Node tests, native smoke tests, Rocks compatibility tests, lint, formatting, and package-content checks gate merges.
  • Platform packages are assembled without bundling a second RocksDB into the Rocks entry point.
  • npm releases include provenance, consistent Apache-2.0 metadata, changelog/release notes, and install smoke tests.
  • A compatibility manifest records the qualified Tantivy, fulltext ABI, rocksdb-js ABI, Node-API, and platform combination.
  • Release rollback and unsupported-platform errors are documented and actionable.
