The seemingly existent semantics functionality practically doesn't exist

Describe the bug

• Opening the /semantics page found in the side menu returns a 404.
• When I assign a "unit of measurement" to a column, it's not used in views/subsets where that column is present.
• The docs mention "registered ontologies", but there seems to be no way to register one.
• When I open the editing window for semantics, there's a call to /api/v1/ontology. The response is 404 with the message "No static resource api/v1/ontology." Here, the gui also mentions preset ontologies, but there is none.
• Searching for a previously assigned unit doesn't work either.
