Filters to filter out github users

I have made some filters for filtering out users:

They should work in uBO/uBOL, AdGuard and Brave. I don't think it'll work in ABP.

I am working on a userscript version to prevent duplication of names. (And also means no manually updating rules yourself in the layout changes.)
