target-path outside of site/wwwroot

Is it possible to use target-path to deploy files outside of the site/wwwroot folder, like to site/deployments/tools? It doesn't seem so; the closes I got was with target-path: D:/site/deployments/tools but then I just got:

Access to the path 'D:/site/deployments/tools/PostDeploymentActions/' is denied.
Error: Failed to deploy web package to App Service.
Error: Deployment Failed, Package deployment using ZIP Deploy failed. Refer logs for more details.
